About This Course

SAFE2601 – Health, Safety and Conduct for Student-led Activities Organisers is an online module that is part of CEDARS-LEAF Student Leadership Development Programme. This online module is a vital resource for all student leaders planning to organise activities on or off-campus. SAFE2601 is designed to ensure the physical safety, legal compliance, and ethical conduct of your members and participants. This course provides a comprehensive overview of the laws, university policies, and safety protocols necessary to run successful, risk-free student-led events, empowering you to lead with a good sense of responsibility and awareness.

The course aims are:

To equip student organisers with the knowledge of Hong Kong laws and HKU policies relevant to event management; enhance the ability to identify and mitigate common safety hazards (fire, electricity, crowd control); foster a culture of inclusivity, civility, and data privacy protection within student societies; and provide practical guidelines for emergency response, insurance claims, and disease prevention.

The content of the course include four key aspects:

Part 1 Legal and Policy Framework (Health & Safety): Covers key the legal and policy frameworks regarding health and safety, through key ordinance and University regulations. These measures include university policy on identifying, assessing and managing hazards, dangerous drugs, smoking, and lighting fires and cooking. 

Part 2 Common Health and Safety Standards: Expands upon the universities’ policy on health and safety hazards by stating University regulations, standard protocols and prohibitions. This includes information on electricity and fire safety, waste disposal, working at height, crowd control and venue setups, post-event cleaning, food safety, and infectious diseases.

Part 3 Student Conduct, Rights, and Legal Compliance: Covers key ordinances and University regulations on student conduct, rights and legal compliance. Focuses on Civility on Campus, Code of Conduct for Student Organisations, Equal Opportunity Policy, Disposable Plastic Free Campus Policy, Data Protection Principles, Use of the University’s Name and Visual Identity and orientation regulations and guidelines.

Part 4: Emergency Response & Essential Information: Details insurance coverage (GPA & Travel), first aid requirements, and incident reporting protocols.
