The welfare of the child should always be priority for anyone considering adoption. Adoption services in Hong Kong are provided by the Director of Social Welfare, Social Welfare Department, and other accredited bodies.
Couples who wish to adopt have to undergo a comprehensive home study. The assessment takes into account the couple’s marital stability, criminal record, capabilities to parent and provide for the adopted child, the motivation behind their decision to adopt and other aspects deemed relevant in assessing their suitability as adoptive parents. Couples can only adopt after being granted the adoption order.
